The Congress of the PES meets twice every five year period. The responsibilities of the Congress include: electing the President, adopting changes to the statutes and to the membership status of parties. The Congress gathers PES leaders, delegates, international guests and - since 2006 - PES activists. When the Congress takes place before European elections, it adopts a common manifesto for those elections.
Prague, 2009
The last PES Congress took place on 7-8 December 2009 in Prague and it was the starting point of a broad debate on the European Left for the 21st century.
Since this Congress, the PES has taken the decision to offset its participants' CO2 emissions.
